See ActiveX Need To Be Administrator.

On Windows XP:

Right-click the SpecView icon on the desktop and choose ‘Run As...’ from the popup-menu and enter an administrator username and password.

On Windows Vista or Windows 7 or Windows Server 2008:

Right-click the SpecView icon on the desktop and choose ‘Run As Administrator’ from the popup-menu.

NOTE: Ensure that the Administrator has setup suitable user access rights to the folder that SpecView was installed in.
